As a consequence of the waste materials being deposited directly on the porous underground of the gravel pit, the ground water has been affected.     The implementation of the remediation project, which is approved according to environmental impact assessment procedure, has been ongoing since 2017. Over the first two years the required infrastructure was set up. The actual remediation, i.e. the renaturation of the landfill site, has been ongoing since 2019 and will continue until 2027. The aluminium dross which was deposited over a large area will be treated in a facility specifically set up for this purpose on site. The core process of the treatment is the recovery of the metallic aluminium contained in the waste, which will be returned to the economic cycle as a secondary raw material.

    This saves natural resources and several hundred thousand tons of CO2. In addition to the remediation of a hazardous contaminated site, BALSA is also contributing to sustainable climate protection.
    The project volume is EUR 290 million (excl. VAT.)

    A coal tar oil distillation plant was operated at this site in the municipality of Rum from 1908 to 1959. The main products were roofing felt („Dachpappen“), asphalt and other tar products. In 1960, the raw material was replaced by crude oil as part of a change in operations. Until this time, the surface of the factory premises was unpaved. In 1990, soil and groundwater contamination from the roofing felt factory was discovered during the construction of a new filling station / gas station.

    Remediation measures:

    The remediation of the contaminated site is carried out by means of

    • Hydraulic measures (barrier wells, groundwater purification/treatment/remediation, infiltration wells, pump and treat technology);
    • Decontamination by clearing heavily contaminated underground areas (hot spots), mostly with large-hole grab drilling ("Großlochgreiferbohrungen");
    • Treatment of subsoil material highly contaminated with tar oil in cement plants
    • Carrying out a pilot test to evaluate the applicability/suitability of in-situ measures.

    City gas was produced at the old “Gaswerk Jakomini” / “Gasworks Jakomini“ site between 1845 and 1945. At the end of the Second World War, the plant was almost completely destroyed by bombing and was not rebuilt afterwards. The site is currently home to a tram depot, the main repair facility for trams and administrative buildings.

    In the eastern area of the old site, the subsoil is partially contaminated with tar or tar oil, whereby tar has spread locally down to the groundwater table at a depth of approx. 20 meters. A massive influx of pollutants into the groundwater at the site was detected in the course of extensive investigations.

    Preparations are currently being made for the implementation of suitable remediation measures. In close technical coordination with the expansion of the site planned by Holding Graz (extension of the tram depot, underground car park and garages/repair facilities), the remediation project run by BALSA will be included in the project, which is run by Holding Graz.

    The shared submission documents (BALSA & Holding Graz) for water law approval were submitted to the authority for approval in May 2020. The approval process is currently underway. The construction project will be implemented once the approval under railroad law has been obtained and should be completed by 2025. BALSA's remediation measures will be implemented as part of Holding Graz's construction work.

    The share of costs related to the remediation project is budgeted at around EUR 10 million.

    Part of this commercial area was used for the temporary storage of scrap metals, domestic waste, bulk rubbish and scrap polluted with oil. In addition, a gas station, a shredder and a scrap and baling press were run.

    Due to this, a substantial contamination of the soil and groundwater was detected on the mainly unfortified areal.

    Tankstelle Schlickplatz 

    Subject of Project
    Between 1926 and 1991, a fuel station was operated on the contaminated site “Tankstelle Schlickplatz” in the 9th municipal district of Vienna. Gasoline fuels and diesel were stored in underground tanks and issued via pumps along a fuel station lane. The available documents indicate the contamination was caused fundamentally by petrol.

    The contaminated site has been recorded in the contaminated site register with priority 3 since 2/15/2015. Due to the heavy burden in the unsaturated zone and the fundamentally very good mobilisation capacity of the pollutants, the contaminated site constitutes a considerable risk for the environment.

    The last available analyses originate from 2013. BALSA was commissioned in January 2019 to include the contaminated site in the processing as a Section 18 ALSAG case.

Construction waste, metal waste and excavated material mixed with slag were deposited there. Solvents (CHC) were also introduced into the landfill.

    The clearing work and the construction of the hydraulic and pneumatic remediation measures have been completed since summer 2017. The installed remediation measures, both the hydraulic remediation system (groundwater purification system) and the pneumatic remediation system (soil vapor extraction system) have been put into operation and are being chemically proofed on an ongoing basis.

  • Contaminated Site O58 / Rohrbach-Berg/Upper Austria

    Putzerei Gruber (abandoned textile cleaning shop)

    Subject of Project

    On an abandoned contaminated site referred to as "Putzerei Gruber" a dry cleaning business for clothing was in operation from 1969 to 1982. Since there was no closed-loop solvent cycle in place, as was quite normal in those days, the contact water left over after the process was disposed of via the domestic sewer. The solvent being used was tetrachloroethylene, which was stored in the basement of the residential building (usually without any drip trays).

    Initial investigations were conducted back in 1995. The soil air was found to be polluted with tetrachlorethylene at a depth of 1.7 m. Further soil air and groundwater tests were performed at the site in 1998 and later. The last groundwater analyses date back to the year 2003.

    Directly downstream of the contaminated site, probe GW3 detected tetrachloroethylene loads of up to 3,600 µg/l in the groundwater.

    The contaminated site was entered on the contaminated land register with priority 3 on 5th September 2003.

    The building is currently being used as a residential property.

    To the west of the contaminated site there is contaminated site O33 referred to as "Rohrbacher Lederfabrik", a leather factory that has already been cleaned up, as well as an adjacent contaminated site O70 called "Trilager Lederfabrik", another leather factory. Downstream of the two contaminated sites there are overlays of the individual pollutant plumes to be seen.


    In September 2020 BALSA was commissioned to include the contaminated site in processing in accordance with §18 ALSAG (Contaminated Sites Remediation Act).

    Services provided by BALSA:

    Updating of the damage profile and recommendation of suitable measures to clean up the contaminated site and make it safe:

    • Definition of the required additional exploratory measures
    • Creation of tender documents
    • Implementation of contract award procedures
    • Provision of support for the exploratory measures (temporary soil air measurements, solid matter samples, preservation of groundwater evidence, pumping tests, extraction tests)
    • All agendas of project management and project steering

    Other steps planned:

    • Application filing and approval project
    • Provision of support for the approval procedure
    • Clean-up invitation to tender
    • Provision of support for clean-up operations through to the end of clean-up

    Work is currently being conducted on the tender documents to update the damage profile.

  • Contaminated site ST21 / Judenburg/Styria

    Putzerei Hlatky (abandoned textile cleaning shop)

    Subject of Project

    At an abandoned contaminated site referred to as "Putzerei Hlatky" in Judenburg tetrachloroethylene had been used as a detergent ever since the 1950s. In the area of this previous industrial site "Putzerei Hlatky" the non-water-saturated soil zone is substantially polluted with volatile chlorinated hydrocarbons (CHC), especially tetrachloroethylene. Contaminants are being detected in the local groundwater.

    Initial investigations were conducted back in 1991. At that time tetrachloroethylene contamination was established in the soil air and trichloroethylene was also identified but attributed less importance. Further analyses followed in the years 1998, 2000 and 2009.

    The contaminated site was classified as priority 3 in the contaminated land register on 1st January 2012.

    In November 2019 BALSA was commissioned to include the contaminated site in processing in accordance with §18 ALSAG (Contaminated Sites Remediation Act).

    The soil air and groundwater monitoring activities currently in progress have been taking place for about 3 years.

     

 

  • Rekord Reinigung
  • Contaminated Site T9 / Tyrol

    Rekord Reinigung

    Subject of the Project

    On the former "Rekord Reinigung" site, which covers an area of around 700 , a chemical cleaning facility, a laundry facility and a textile dye factory were operated over a period of approx. 30 years. In the area of the former site, there is contamination of the subsoil caused by CHCs and tetrachlorethene that extends into the groundwater fluctuation range.

    The source area incorporates an area of 300-400 m² and a volume of approx. 4,000 – 5,000 m³. The emission level currently emanating from the former site was considerable at the time of the last analysis in 2013. The dangerous waste was downgraded to priority 2 on 7/13/2016. At this point in time, the neighbouring plot was also assigned to the contaminated site T9.

    In June 2019, this plot was identified as a Section 18 case pursuant to ALSAG. BALSA was then commissioned with including this part of the contaminated site in the processing.

    The study of variants was submitted to the authorities by end of 2021.

    Updating of the damage and recommendation for suitable measures to protect or remediate the contaminated site:

    • Development of a remediation project for the entire contaminated site
    • Handling of measures for the detailed exploration of the contaminated site
    • Creation of a remediation proposal or planning of the redevelopment measures
    • Call for tender and award of the remediation measures
    • All issues of the project management and project control

    The approval process is ongoing.

     

  • Tanklager Mare
  • Contaminated Site N46 / Lower Austria

    Tanklager Mare

    Subject of Project:

    On this area, mineral oil and mineral oil products have been stored since the 1930s. The site was used as a reloading point for oil for a nearby refinery.
    Mineral oil contamination of the subsoil was caused due to the long-lasting operation of the oil depot and thereby involved handling losses, as well as by shellfire damage during the Second World War.

    Remediation measures:

    The clearing work and the construction of the hydraulic and pneumatic remediation measures have been completed since summer 2017. The installed remediation measures, both the hydraulic remediation system (groundwater purification system) and the pneumatic remediation system (soil vapor extraction system) have been put into operation and are being chemically proofed on an ongoing basis.
